1.  APPROVAL OF AGENDA:  Approved as written.

2.  APPROVAL OF MINUTES OF LAST MEETING:  Approved as written.

3.  OLD BUSINESS:  None

4. NEW BUSINESS:   

a.       Liquor License Renewal Public Hearing, Crabby Bear: The public hearing was opened by Chairman Ted Kryzak, who asked for comments from the public. Scott Davis, Manager of Crabby Bear Restaurant came to the podium and reported that the only change from last year is that he is applying for a Class A Lounge. Ted asked if he is creating a lounge and he said there is already a lounge area. Ted asked if the restaurant is incorporated with the State and he said it is. Ted noted that TIPS training is required and Davis said he was aware of that. No further comments, the public hearing was closed.

b.       Action on Liquor License Application for Crabby Bear: Ted said the decision on action will be at the next meeting, August 9, because all investigation has not been completed.

c.       Adoption of Dishonored Checks Policy: On a motion by Bill, the policy was adopted.

d.       Adoption of Request for Public Information Policy; On a motion by Bill, the policy was adopted.

e.       Sign URIP agreement: On a motion by Bill, Selectmen signed an agreement to certify that the Rural Initiave funds of $68,016 will be used only for Capital Improvement of public roads.

f.       Sign PACE  Ordinance: On a motion by Bill the Pace Ordinance approved by the June Town Meeting was signed. This will allow residents to apply for low interest PACE loans for energy saving improvements to their homes.

g.       Withdrawal of office: Betty Mann from the Warrant and Finance Committee and Charles Hefferon from Town Forest Committee: On a motion by Bill, the withdrawals were recognized.

h.       Appointment openings: One alternate ZBA member for 3 years, 2 Mary Grant Committee members for one year, 1 member Town Forest Committee for three years, 1 Alternate Warrant and Finance Committee member for 1 year. Anyone interested may contact Lorraine at 636-3839 ext.408.

i         Final Decision The Shed Liquor  License: Bill Shields referenced his letter reported at the June 28, 2012 meeting in which he stated his recommendation for a denial of the Shed’s Liquor license based on Title 28A, Part 3, Subpart 1 Chapter 27, regarding the character of Mr.Palladino, who has bounced checks, has a habit of not paying his taxes when due, his record of failing to renew  his incorporation,  his behavior during his public hearing and a long list of Sheriff Department calls to the establishment. Bill made a motion to deny the application, which was so voted, unanimously.
