SELECTMEN’S MEETING

TOWN OF ACTON

February 26, 2015

1.         APPROVAL OF AGENDA:  

 

Ed Walsh made a motion to approve the agenda as written; seconded by Bill Shields. All in favor, motion carried. 

2.         APPROVAL OF MINUTES OF LAST MEETING:      

Ed Walsh made a motion to approve the minutes of the February 12, 2015 minutes, seconded by Bill Shields.  All in favor, motion carried.

3.         OLD BUSINESS:

 a.         Lawn Care Bid

Chairman Kryzak read aloud the current lawn care bid.  The Town of Acton is soliciting bids for lawn care for the 2015 May-November season.  Mowing is to be done at the Acton Town Hall- (35 H Road), Acton Public Safety   Building- (1725 Route 109), Mary Grant Nature Preserve-(420 Sam Page Road) and the Lincoln Schoolhouse – (8 Orchard Road) on an as needed basis.  Raking, fertilizing and spring and fall cleanup at the Town Hall site is also included.  Bids should include both a price per mow and a price per season quote as well as a list of three references.  All bids need to be submitted by 4pm on April 8, 2015 to Town of Acton, 35 H Road, Acton, Maine 04001.  Envelopes should have “Lawn Bid” clearly marked on the outside. Proof of liability insurance, and worker’s compensation insurance or a State exemption form, must be furnished before the bid can be awarded. Bids will be opened at the Selectman’s Meeting on April 9, 2014 at 7pm.  Interested parties may contact Michelle at 207-636-3131 ext 404 with any questions.

4.         NEW BUSINESS:

 

a.         Special Town Meeting Announcement / Recommendations on Warrant Articles

Chairman Kryzak announced the need for a special town meeting due to winter overdrafts.  The following warrant was read:  SPECIAL TOWN MEETING, Town of Acton, Maine; Warrant to Robert Anderson Constable for the Town of Acton - YORK, SS  GREETINGS:   In the name of the State of Maine you are herby requested to notify and warn the inhabitants of said Town of Acton, qualified to vote in Town affairs to assemble at the Acton Town Hall on March 19th, 2015 at 7:00pm in the evening to act on the following Articles:   ARTICLE 1:  To choose a moderator for said meeting.   ARTICLE 2:  To see if the Town will vote to ratify the transfer of $68,613 from the undesignated fund, for the fiscal year 2015 overdrafts in the following accounts: 105-10    District 1 Winter Road Maintenance  105-20 District 2 Winter Road Maintenance 105-30 Sand/Salt Stockpile.  ARTICLE 3:  To see if the Town will vote to appropriate, from the undesignated fund, a sum not to exceed $90,000 for the continued winter road maintenance in fiscal year 2015.   Bill Shields made a motion to make a recommendation on both article 2 & article 3 to “approve the articles as written” seconded by Ed Walsh.  All in favor, motion carried.

 

b.         Sign Town Meeting Warrant

Bill Shields made a motion to sign the Town Meeting Warrant for Thursday, March 19th as presented. Seconded by Ed Walsh.  All in favor, motion carried. Warrant Signed.

 

c.         General Assistance Notice

 

Chairman Kryzak read aloud the following updated General Assistance notice: Acton has a General Assistance program for people in need.  If you need help, the Town of Acton is required to take your application for General Assistance.  Applications will be taken at the Acton Town Hall by appointment only on Tuesdays, other then emergencies.  The Town of Acton is required to have someone available 24-hours a day to take applications in an emergency.  If this is an Emergency and the office is closed, contact: Jennifer Roux at 324-8605.  The Town of Acton must give you a written decision within 24 hours of receiving your application for General Assistance.  If the Town of Acton refuses to take your application, or if you disagree with a decision that was made or have questions, you can call the Maine Department of Health and Human Services.  Their toll-free number is 1-800-442-6003.  This phone is answered Monday – Friday from 8:00 a.m. to 5:00 p.m.  If you call after 5:00 p.m., leave a message with a phone number.  You will be contacted on the next business day.  Acton has an ordinance describing the rules for its General Assistance program.  You can see a copy of these rules at the Acton Town Hall.  You can also see a copy of the State’s General Assistance law at this same location.  This notice is posted pursuant to Maine law at Title 22 MRSA ยงยง 4304-4305.  YOUR RIGHTS:  If you have been told that you cannot apply for General Assistance in the Town of Acton, call 1-800-442-6003 and ask them to help you get an application.

 

d.         Email from Fema

Chairman Kryzak discussed the first snow storm of the year, which was proclaimed a State-wide disaster that will now allow for Fema Funds to be available.  With that said each Town that wants to apply for Fema reimbursement must fill out the appropriate paperwork and submit said paperwork, bills and invoices to the State.  Chairman Kryzak indicated that the Treasurer, Michelle Rumney has done just that and then some.  He read the following email from David Francoeur, Deputy Director of the York County Emergency Management Agency: Hi Michelle, Would you mind if we shared your work on this disaster as an example to other towns in the county?  Your work is exceptional and we are thankful to have you.  Thanks in advance, Dave.  Kryzak also praised Michelle and thanked her for her efforts.

 

5.                  ANNOUCEMENTS:

a.                              Budgets Due / W/F Meeting 03/09/15

Chairman Kryzak announced that all budgets were due no later then Friday, March 9, 2015 and also that the first Warrant and Finance Committee meeting would be held on Monday, March 10, 2015.

 

b.                              Nomination Papers /Selectmen/District 2 RC/2 School Committee

 

Chairman Kryzak indicated that nomination papers for the seats of Selectmen, District 2 Road Commissioner and 2 School Committee Members will be available in the Town Clerk's office beginning on Friday, March 13.  Official notice to come at the next meeting.
