SELECTMEN’S MEETING

November 22, 2016


The Chairman requested a moment of silence in honor of Bob Bowman who served as the York County EMA Director from 1993 through 2010. He noted that Mr. Bowman did an excellent job for the County Agency and for the Towns in York County.


1. APPROVAL OF AGENDA: Moved by Bill Shields, seconded by Elise Miller, to accept the Agenda as presented. The motion passed 3-0.

 

2. APPROVAL OF MINUTES OF LAST MEETING: Approval of the Minutes of the Meeting of November 15, 2016 was tabled until the next meeting.


3. DEPARTMENT HEAD / COMMITTEE CHAIR UPDATES: No updates offered.


4. OLD BUSINESS:


A. Library Walkway: Jennifer Roux reported that expenditures for the walkway were paid from the appropriations approved at the Annual Town Meeting on June 14, 2016. She stated that the front door and a couple unexpected miscellaneous expenses were paid from the Building Maintenance Account; as it was a Town Building and the book drop was paid for by the Library.


Mrs. Roux reported that there are some small imperfections in the glass of the door. She is working to get that problem corrected.


B. Rear Stairs: Mrs. Roux noted that Scott Mooney will deliver some gravel to put in the landing at the foot of the stairs. Otherwise, Ken Paul still has some minor work to finish which should be completed in the next week.

 

C. Snow and Ice Controls Workshop: Mrs. Roux reported that there are three people to be registered for this workshop.


5. NEW BUSINESS:


A. Waive Fees Three Rivers Land Trust: Carl Davis explained to Board Members that the purchase of the Romac Orchard property is creating a subdivision because a lot was sold three years ago. Mr. Davis requested that the fees for submitting a subdivision application through the Planning Board be waived. It was estimated that the fees would be about $200.00,


Moved by Elise Miller, seconded by Bill Shields, to waive the estimated fees of $200 incurred by Three Rivers Land Trust in applying for subdivision approval.


B. Recommendations - Special Town Meeting: The Chairman read the articles to be considered at a Special Town Meeting to be held on Tuesday, December 13, 2016 at 6:00 p.m :


Article Two: To see if the Town will authorize the Selectmen to apply on behalf of the Town for Federal financing assistance under the provisions of the Land and Water Conservation Fund Act, Public Law 88-578, hereafter called the Grant Funds, for the acquisition of a plus or minus twenty-five acre parcel of land which is a portion of Map 220, Lot 002 known as Romac Orchards, including the summit of Goat Hill and to further authorize the Selectmen to enter into a Land and Water Conservation Project Agreement with the State of Maine subsequent to Federal approval of the project which may include conservation restrictions on said property on terms which the Selectmen deem to be in the best interest of the Town.


The Warrant and Finance Committee recommends approval of the article as written.


Moved by Bill Shields, seconded by Elise Miller, to recommend approval of Article Two as written. The motion passed 3-0.


Article Three: To see if the Town will accept the aforementioned grant funds with the following understanding and conditions:


a. That the Town will receive the grant funds which will be a credit towards the Three River Land Trust funding efforts and contribution to the Romac Orchards / Goat Hill property pursuant to Town Meeting approval of Article Five on the Town Meeting Warrant of June 14, 2016;


b. To the extent that the grant funds exceed the Three River Land Fund credit for funding the contribution as set forth, any excess grant funds will remain property of the Town to be used for all lawful purposes by the grant.


c. Nothing in the Article shall be construed to decrease the Town’s previous appropriation on June 14, 2016 of $100,000 to be paid towards the purchase of the Romac Orchards / Goat Hill property through a combination of an approved bond and Forest Committee Review Fund.


The Warrant and Finance Committee recommends approval of the article as written.


Moved by Bill Shields, seconded by Elise Miller, to recommend approval of Article Three as written. The motion passed 3-0.


Article Four: To see if the Town will appropriate any or all of the aforementioned funds towards the purchase of the Romac Orchards / Goat Hill property to include payment of and reimbursement of Three Rivers Land Trust for portions of the purchase price paid at closing. Deposits paid prior to closing and / or reasonable transaction expenses as agreed by the Selectmen to the extent permitted by the conditions attached to the grant funds.


The Warrant and Finance Committee recommends approval of the article as written.


Moved by Bill Shields, seconded by Elise Miller, to recommend approval of Article Four as written. The motion passed 3-0.


C. Sign Special Town Meeting Warrant: Moved by Bill Shields, seconded by Elise Miller, to sign the Special Town Meeting Warrant for December 13, 2016 as written. The motion passed 3-0 and the document was signed by all three Selectmen.


D. Deputy Contract: Board Members tabled consideration of the Deputy Contract to the next meeting. Mrs. Roux noted that she compared the contract to the previous annual contract and found no changes.


E. Open Demo Bids: Mrs. Roux reported that two bids for the disposal of the old Salt Shed on Sanborn Road were received. The Chairman read the two bids:


  • C.I.A. Salvage Incorporated bid $12,681 for the demolition and removal of the structure; all concrete and pavement will remain in place.

  • Punski's Scrap Metal bid $32,699 to tear down the structure and removal all debris; the first payment is due at the beginning and the project and second payment due at completion.


Mrs. Roux will research including the cost of demolition and debris removal in the Road budget to be considered at the next Annual Town Meeting. She will inquire if C.I.A. Salvage will hold the bid price until then.


6. PUBLIC COMMENT: No comments offered.


7. ANNOUNCEMENTS:


A. Town Hall Closed Thursday, November 24 and Friday, November 25 in observance of Thanksgiving.

B. 2017 Dog Licenses Now Available

C. Tree Lighting Saturday, December 3, 2016 at 5:00pm
