SELECTMEN’S MEETING

February 28, 2017



1. APPROVAL OF AGENDA: Bill Shields moved approval of the agenda, Elise Miller seconded. Agenda was approved unanimously.

 

2. APPROVAL OF MINUTES OF LAST MEETING: Bill Shields moved approval of minutes of last two meetings, Elise Miller seconded. No discussion. Minutes were approved unanimously.


3. DEPARTMENT HEAD / COMMITTEE CHAIR UPDATES: There were none.


4. OLD BUSINESS:


A Hazardous Mitigation Plan: EMA Director Catansye said the plan is basically overseeing road damage, washouts and mitigation by federal and state. It is overseen by the county with the towns signing on so the town contacts the county and they handle the paperwork, the town does the repair and is reimbursed through FEMA. Director Catansye said the town just needs to sign off on the plan and its updates. Elise Miller made a motion to sign the plan, seconded by Bill Shields. The motion was approved unanimously.


B. Balch Lake Dam: Director Catansye said this is the annually updated plan for Balch Lake Dam should there be a catastrophic failure resulting in washout of the road below it. Director Catansye said there are no structures below of concern but need to update each year for contact information. Director Catansye said the town needs to sign off as an owner of the dam with Newfield. Ed Walsh noted work had been done to the dam within the last few years. Director Catansye said a concrete spillway was put in and a concrete culvert on Acton Ridge Road. Elise Miller made a motion they sign the Balch Lake Dam Emergency Action Plan, seconded by Bill Shields. The motion was approved unanimously. Elise Miller noted that there is a phone tree in the plan for people who are watching the lake to use if needed.

 

C. MMA Visit - No Update. Mrs. Roux said she sent pictures of the demolished salt shed to MMA letting them know the building had been taken down and there has been no update since Lance's visit.


D. Ambulance Specs: Mrs. Roux said the specs will be advertised March 1 with the Board approval of the ad read into the record by Ed Walsh. “The Town of Acton is currently accepting sealed bids for the purchase of a new ambulance. Please review the attached bid specs packet or visit www.actonmaine.org . Questions regarding the specs should be directed to Chief Johnson at 207-636-3230. Please return a copy of the completed specifications sealed to the Town Administrator, town of Acton, Maine, 35 H Road, Acton, Maine 04001 no later than 4:00 p.m. Tuesday, April 4th, 2017. Do not drop bids off at the Fire Station”.

 


5. NEW BUSINESS:

A. Deputy Shaw Letter: Mrs. Roux read aloud the letter of recommendation for Deputy Shaw’s nomination for Officer of the Year Award for the State of Maine to be submitted to Sheriff King by the Board of Selectmen of Acton.


6. PUBLIC COMMENT: None received.


7. ANNOUNCEMENTS:


A. Road Committee Mtg. - Rescheduled March 7th, 6 p.m. Town Hall

B Tanker 1 Bids - Due March 7th : Ed Walsh noted the bids are still out and due by next Tuesday.

C. Baseball sign up- February 28 at Town Hall
