SELECTMEN’S MEETING

May 23, 2017



1. APPROVAL OF AGENDA: Moved by Elise Miller, seconded by Ed Walsh, to accept the agenda as presented. The motion passed 2-0.

 

2. APPROVAL OF MINUTES OF LAST MEETING: Moved by Elise Miller, seconded by Ed Walsh, to approve the Minutes of the Meetings of May 16th as written. The motion passed 2-0.


3. DEPARTMENT HEAD / COMMITTEE CHAIR UPDATES: No updates were offered


4. OLD BUSINESS:


  1. MMA Action Plan: This item was tabled to the next meeting.


  1. Dog Warrant: Jennifer Roux reported that the list has been reduced to only one outstanding dog license and the seven-day summons notice was left with the owner.


  1. Freedom of Information Policy: This item was tabled to the next meeting.


5. NEW BUSINESS:


  1. Annual Town Meeting Warrant: Mrs. Roux noted that Bob Anderson will be available to post the Warrant.


Moved by Elise Miller, seconded by Ed Walsh, to accept the Warrant for the Annual Town Meeting as written. The motion passeda 2-0 and both Selectmen signed the Warrant.


  1. Debit Card Authorization: Mrs. Roux presented a debit card request submitted by the Fire Department for six six-foot tables to be used in the Training Room. She noted that there is enough money in the account to cover the expense.


Moved by Elise Miller, seconded by Ed Walsh, to approve the Debit Card Authorization for $600.00 to purchase six six-foot tables. The motion passed 2-0 and the authorization form was signed by both Selectmen.


  1. Mary Grant Usage Agreement Form: Mrs. Roux outlined the proposed Policy:


The Usage Agreement details the terms and conditions for non-official recreational use of the grounds and facilities of the Mary Grant Nature Preserved located at 420 Sam Page.


Uses generally allowed: hiking, walking, nature observation, picnicking, private parties and events, pet walking (animals must be leashed and waste must be picked up), research and field study, educational field study and field trips.


Recreational campfires are allowed for special events using a fire containment vessel, placed on concrete blocks, with adult supervision until the fire is extinguished. Sand, water buckets and rakes must be readily available. Follow seasonal burn permit regulations as posted. Charcoal and gas grills are allowed for cooking.


Uses prohibited: smoking, drug and alcohol, motorized vehicles including snowmobiles and ATVs, wood or timber harvesting, camping baiting, trapping and hunting, shelters, blinds and tree stands.


Leave no trace, dispose of waster properly, leave what is found, respect wildlife, carry in, carry out, and be considerate of other visitors and / or neighbors.


Mrs. Roux noted that currently the Town Policy regarding usage of Town property requires a $50 feet plus a $50 refundable deposit upon determination that the property is left as found. There is no charge for Town-related events at the discretion of the Town Administrator or Board of Selectmen.


The Chairman felt that the Mary Grant Usage Policy should be consistent with the other Town Property Usage Policy. Mrs. Roux will confer with Mary Grant Board members to determine how they wish to handle the refund of deposit.

7. ANNOUNCEMENTS:

  • The Town of Acton is currently accepting bids for the sale of one surplus vehicle, known as Forestry One, Deadline is 4:00 p.m. May 30, 2017, with a minimum bid of $2,000

  • The Transfer Station is closed on Memorial Day, Monday, May 29th;

  • The Town Hall will be closed on Saturday, June 17, 2017 for the Annual Town Meeting, which will be held at the Acton Elementary School beginning at 9:00 a.m.

  • Candidates Night will be held on Monday, June 5 at 6:30 p.m.

  • The Library will hold its annual Book, Bake and Plant Sale on Saturday, June 10th 9:00 a.m. – 12:00 noon. Donations will be gladly accepted at the Library
