SELECTMEN’S MEETING

December 18, 2018

5:00pm




1. APPROVAL OF AGENDA:

Selectmen Elise Miller made a motion to approve the agenda with the addition of Garvin Road as item D. under new business; seconded by Selectmen Kimberly Stacey-Horn. No discussion. All in favor. Agenda approved.


2. MINUTES OF LAST MEETING:

Selectmen Elise Miller made a motion to approve the minutes for December 4 and December 11, 2018; seconded by Selectmen Kimberly Stacey-Horn. No discussion. All in favor. Minutes approved.


3. DEPARTMENT HEAD / COMMITTEE CHAIR UPDATES:

Lois Michaud, Cemetery Committee approached the Board to indicate she made a mistake on the meeting time for December 20th, it should be 5:30 weather depending.


4. OLD BUSINESS:

A. Purchase Order

Tabled until the Board talks to Michele Rumney, Treasurer.


B. Time-Sheets

Tabled until the Board talks to Michele Rumney, Treasurer.


C. Bridge Report

The Town Administrator did receive another report and will scan for the Board to review. Next meeting is not until January.


D. Fire Dept Meetings

Selectmen Stacey-Horn, liaison, met with the Fire Chief and it was decided that the Fire Department Chief will come in on a monthly rotation with a departmental update on what is happening throughout the month. Anyone can contact him as one on one if they need further information. Meetings will stay as staff meetings and closed to the public. A schedule of department updates rotation will be provided for next year.


E. Road Committee Workshop

Selectmen Miller reported that Peter Coughlin came down from the state with his maps and road information for LRAP. There was only a few discrepancies. Mr. Bill Catanesye is the addressing officer. Cindy Hart informed the Board that time could be saved by researching other town paperwork that use RSMS.


Selectmen Miller reported the Road Commissioners were on board with new time sheets and meeting follow ups.






5. NEW BUSINESS:

A. Recreational Committee Resignation

Selectmen Walsh read Recreation Committee resignation received from Jolene Klosowski. Selectmen Miller made a motion to accept Mrs. Klosowski's resignation; Selectmen Stacey-Horn seconded. All in favor. Accepted with regrets.


B. Animal Control Officer

Selectmen Miller announced that she and the Town Administrator Jennifer Roux interviewed 2 candidates for the ACO position. Both had similar backgrounds. One candidate had a full time job and the other indicated this would be their full time job and he will be available 24/7. Position is in place for 6 months as a trial basis.


Selectmen Walsh read out the certificate of appointment. Selectmen Miller made a motion to appoint Peter Horn as ACO; seconded by Selectmen Walsh, Vote 2 in favor; 1 abstention. So moved.


The Town Administrator relayed to the public that this gentleman was Selectman Stacey-Horn's husband and Selectmen Stacey-Horn was not privileged or took place in any of the information, conversations, interviews which transpired in appointing Mr. Horn. It came down to availability.


C. Meeting Schedule / Department Heads

The Town Administrator asked the Board how many Department Head updates where required per week; suggested 2 per week. Schedule will start first week in January.


D. Garvin Road

Selectmen Walsh informed the public that the Town had a fire and praised the Town Administrator Jennifer Roux high praise. Mrs. Roux thanked the kind words and said many kudos to those all who responded and took care of the fire. Mrs. Roux also lead an effort to collect donations for this family. The Town has really come together. Transportation to school is provided by local school Superintendent to keep the children in school with some stability. When the Channel 13 News showed up the Town was able to turn over $1,500 in gift cards and boxes of items (all brand new) for the family. The family is grateful. We are still working on some Christmas items.


Mrs. Roux also wanted to remind those who had tags for the Community kids the Town is assisting to please get your items in so that they can be distributed.


Thank you all! We have helped 14 kids and now the family who had the fire.


6. PUBLIC COMMENT:

Dennis Long approached the Board to report that he took it upon himself to check out the Sander's condition since it was reported as rusted out. It is a stainless steel Sander. Those do not rust out. The spinner on it is fiberglass and looks brand new. Review of the bed chain is only a few years old; in his opinion, there is nothing wrong with this Sander. The Town Administrator has pictures showing rust and will forward to the Board. The Board needs to decide if anyone can use or if they wish to sell. There is surface rust and Selectmen Walsh indicated they should not sell it this year.


Mr. Long also wanted to acknowledge that the Christmas concert was standing room only and phenomenal. He was very pleased. He wished the Board a Merry Christmas!


Selectmen Walsh asked the Town Administrator to get this concert up and running on the Acton Website for viewing pleasures. The Town Administrator replied it is already up.



7. ANNOUNCEMENTS:

A. Staff Christmas Party, December 19 at 1pm.

(Town Hall, Transfer Station and Library will all close at 1 pm for event.)

B. Next B.O.S. Meeting will be January 8, 2019
