SELECTMEN’S MEETING

January 8, 2019

5:00pm



1. APPROVAL OF AGENDA:

Selectmen Elise Miller made a motion to approve the agenda; seconded by Selectmen Kimberly Stacey-Horn. No discussion. All in favor. Approved.


2. MINUTES OF LAST MEETING:

Selectmen Elise Miller made a motion to approve the minutes for December 18th and the 27th; seconded by Selectmen Kimberly Stacey-Horn. No discussion. All in favor. Minutes approved.


3. DEPARTMENT HEAD / COMMITTEE CHAIR UPDATES

Rollin Waterhouse, Warrant & Finance Chair. Meeting has been scheduled for next Tuesday, January 15, 2019 after the Selectmen's meeting.


4. OLD BUSINESS:

A. Time Sheets and Purchase Orders:

Town Administrator updated that a process has been put into place to carry the Town over until decision has been made of which direction the Town is going in. Tabled until that time.


B. Bridge Proposals:

Town Administrator updated that the two proposal received were sent to the Selectmen and Road Committee. Board is waiting on recommendation from Road Committee before proceeding.


C. Department Heads & Committee Board Presentations:

Town Administrator updated that she made a list of departments. There are 20 to hear from. She asked for direction of how many times the Board wanted to hear from the departments. Two a week will spread it out. The Town Administrator will prepare a list and start setting up a schedule.

5. NEW BUSINESS:


A. Registrar Appointment – 2 year appointment (Appointed in odd year)

Selectmen Walsh read of certificate of appointment of Mrs. Jennifer Roux as Registrar of Voters.

Selectmen Elise Miller made a motion to appoint Jennifer Roux as Registrar of Voters until December 31, 2020; seconded by Selectmen Kimberly Stacey-Horn. No discussion. All in favor. Approved.


B. Draft Policy of Conduct for Elected and Appointed Officials

The Town Administrator presented a draft policy from Attorney Brad Morin. After perusing, a question of, “What is the Board going to do if someone does not adhere to this?” came to mind. The Board will review this draft and bring their thoughts, concerns and comments back to the table next week.


C. Speed Limit Change

The Town Administrator read out response from Department of Transportation regarding speed limit changes and the dates of when changes will take place. The Town Administrator did forward to Sheriff’s Department and will send a copy to all meeting participants. There will also be changes on the Shapleigh side as well. Map of changes will be available in the Town Office for review.


D. Board Versus Road Commissioner Status

The Board needs to decide which direction they want to go in. A Public Hearing will be held on January 21st at 7 pm to review the question of Departmentalizing the Road Department. On January 22nd the Board can then sign the Warrant. This will allow for a Special Town Meeting on February 6th at 7 pm.


Where does that leave the Town now in the middle of the winter? Mr. Langley is currently the Town's Interim District 1 Road Commissioner through January 15th; the Town Administrator recommends that Mr. Langley be appointed as a Continued Interim District 1 Road Commissioner until February 13.


Depending on Initiatives determination at the Special Team Meeting on February 6th, the Board can then decide at the next Selectmen's Meeting on February 12th their next steps. If initiative passes, the Board will have the right to appoint Mr. Langley for the remainder of the winter season. If initiative fails the Board will need to advertise the Road Commissioner position available through June 30, 2019. Because this process requires nomination papers and elections, the Town will be looking at end of March/1st of April before conducting interviews (end of Winter) before a Road Commissioner is in place.


Mr. Langley approached the Board to state he and his crew is on board as time moves forward and that winter can last well into April. The Board thanked him for his flexibility.

E. School Budget Time Line

The Town Administrator presented the School Budget Committees time line. There is a conflict of dates and times for Selectman Stacey-Horn to attend all meetings and Board of Selectmen meetings. The Town Administrator will review with the Superintendent and see which meetings are best for Selectman Stacey-Horn to attend.


F. Budget Workshop

Reminder sent that budgets are due by February 1st. The Town Administrator stated that Road Commissioner budgets are not required until after Special Town Meetings in case the dynamic change and a department budget will need to be determined. The Board of Selectmen need to meet with the Town Administrator and Treasure to establish their budget; meeting set for Monday, February 21st; time to be determined.



6. PUBLIC COMMENT:

Rollin Waterhouse, Tax Payer asked that the Board of Selectman provide guidance to the Road Committee and their involvement in things associated to Town business and their responsibilities. The Town Administrator responded that the Board will review after Special Town Meeting and will then be looking at all Committee duties and responsibilities (not just the Road Committee).


7. ANNOUNCEMENTS:

The Sanford High School and the Partners for Healthier Communities and Maine Prevention Services is putting on a presentation for parents who are interested in learning more about rhe concerns of vaping and our youth. Presentation will be held at the Sanford High School Performing Arts Center on Thursday, January 10th from 6 to 7 pm.
