SELECTMEN’S MEETING

October 2, 2019

PUBLIC HEARING - GA

The Board of Selectmen entered into a public hearing on General Assistance at 6 pm.

Selectmen Walsh recapped the General Assistance ordinance for the public. Three changes included $177 for Overall maximums; $4 increase to Food; and $144 increase for Housing maximums.


A motion was made by Selectmen David Winchell to close the Public Hearing; seconded by Selectmen Kimberly Stacey-Horn. No discussion. All in favor.

2. TOWN ADMINISTRATOR WEEKLY UPDATE: None.


3. WARRANTS/BILLS


4. APPROVAL OF AGENDA

A motion was made by Selectmen Kimberly Stacey-Horn to approve the agenda; seconded by Selectmen David Winchell. No discussion. All in favor.


5. MINUTES OF LAST MEETING

A motion was made by Selectmen Kimberly Stacey-Horn to approve the minutes of September 25, 2019 as written; seconded by Selectmen David Winchell. No discussion. All in favor.


6. DEPARTMENT HEAD / COMMITTEE CHAIR UPDATES: None


7. OLD BUSINESS

A. Bill of Sale – Boat/Trailer

Selectmen Ed Walsh summarized bill of sale for the Boat/Trailer for $510; all signed bill of sale.


B. Bill of Sale – Truck

Selectmen Ed Walsh summarized bill of sale for the 1 ton Ford Truck for $4167; all signed bill of sale.


C. Decision of Sand Bid

Sand bids were opened last week. Mr. William Langley and Mr. Joe Letourneau, Road Commissioners approached the Board to recommend Landscapers Depot at $9.45 as their choice for recipient of the Sand contract.


A motion was made by Selectmen Kimberly Stacey-Horn to accept Landscapers Depot's Sand bid of $9.45/yd; seconded by Selectmen David Winchell. No discussion. All in favor.


8. NEW BUSINESS

A. Adopt the 2019-2020 General Assistance Ordinance

Selectmen Ed Walsh read out General Assistance Ordinance as written by the State, October 1, 2019 – September 30, 2020.

A motion was made by Selectmen David Winchell to sign the State's General Assistance Ordinance; seconded by Selectmen Kimberly Stacey-Horn. No discussion. All in favor.


B. Assessor's Return

Selectmen Ed Walsh read out the Assessors Return to pay the County Tax. There was an increase of $6,013.27 over last year; total tax amount this year was $309,238.11. The Town budgeted for $312,322.


A motion was made by Selectmen Kimberly Stacey-Horn to sign the Assessors Return to pay the County Tax of $309,238.11; seconded by Selectmen David Winchell. No discussion. All in favor.

C. 13th St Article 43 Funds


The Selectmen reviewed the 13th Street Article 43 request for funds and the Maine statutes referenced regarding funds dispersal. After a short discussion on the ordinance and standards and the use is not for general maintenance, the Selectmen decided to look at the statutes more closely and meet with the Road Committee to determine if request was a qualifying application. Tabled until next meeting.


D. Executive Session 405 6.A.

A motion was made by Selectmen David Winchell at 6:25 pm to go into Executive Session pursuant of Title 30 M.R.S.A. 405 6 A; seconded by Selectmen Kimberly Stacey-Horn. No discussion. All in favor.

E. Hiring Decision (If Any)

The Board of Selectmen announced that a decision was made to hire one of the applicants for the Firefighter/Paramedic position. No name will be announced at this time until all candidates are notified. They will ask the new Firefighter/Paramedic to come to the next Board of Selectmen's meeting to be announced and introduced. Selectmen Winchell thanked the applicant's who didn't get the position for their time.


F. Letters to Applicants

The Selectmen thanked all the candidates who applied for the Firefighter/Paramedic position and signed letters to be sent to said recipients to announce a decision was made and thank them for their application.

9. PUBLIC COMMENT: None


Mr. David Langley had arrived at the meeting late. Selectmen Ed Walsh invited him to the podium for an update. Mr. Langley stated that with regards to purchasing new hoses, he had received 3 quotes and after the quotes are reviewed and compared for price and quality, he would present his information and recommendation to the Board as per policy.


Mr. Langley also thanked the Board for going through the process and deciding on a new Firefighter/Paramedic and confirmed their schedule will be staggered with the other Paramedic on the force for adequate coverage.

  • Capital Improvement Committee – Selectmen Kimberly Stacey-Horn asked Mr. Dennis Long is he had chosen to be a part of this committee and were there others as she'd like to see the committee to kick off soon. Mr. Long indicated, “Yes.”

    • Conservation / Forestry Committee

  • Videographers are wanted.

  • Fire Chief Positions closed September 25th and all applicants will be screened.

  • Crockfest, November 2, 2019

  • Mary Grant Pumpkin Carving Event, October 19, 2019
