SELECTMEN'S MEETING                       

SEPTEMBER 9, 2008             

1. SALUTE TO THE AMERICAN FLAG

2. APROVAL OF AGENDA: Approved as written.

3. APROVAL OF MINUTES OF LAST MEETING: Approved as written.

4. WARRANT: Approved and signed.

5. OLD BUSINESS:

a. ASSESSING: Joe Lessard was in on Friday and worked on accounts.

b. CLARIFICATION OF HOURS OPEN ON THURSDAY: Town offices will be open from to and selectmen will meet at .

c. SIGN OIL SUPPLY AGREEMENT: On a motion by Mike, an agreement with Downeast for oil for the Fitness Center at a price of $3.379 per gallon was signed.

6. NEW BUSINESS:            

(A) PROPOSAL FOR ASSESSING SERVICES: On a motion by Mike, a Professional Services Agreement with Municipal Resources was signed.

(B) CRAG: A meeting is scheduled for Friday morning.            

(C) RESIGNATION OF SHELLY BLAISDELL: Nancy reported Shelly has taken a full time position in the Kennebunk Town Clerk's office. On a motion by Mike her resignation was accepted with regret.            

(D) ONE SIGNATURE ON WARRANT POLICY FOR WAGES AND BENEFITS ONLY:  Mike and Nancy signed and will hold the agreement until Tony signs.                                             

(E) PETITION: A petition has been submitted to revoke the zoning ordinances passed in June, 2008. MMA  Legal says the selectmen may put it on the warrant but are not required to. If new ordinances are revoked, the zoning would revert to what was in place before the new ordinances were voted in. This leaves the Town not in compliance with the Comp Plan, and therefore vulnerable if a court case evolved. Percy and John feel selectmen should contact the Town Attorney for an opinion. Roger Roy suggested that Peterson, (writer of petition) meet with Comp Plan Committee to discuss a review of the ordinances that were passed. On a motion by Mike, action was tabled until next week.              

F) PAVING BID: Torno, who was low bidder, says he wants to increase the price. Nancy will contact MMA to ask, “Since there was no escalation clause, can the Town hold him to his bid price?”           

 (G) TOWN HALL USE: MMA Risk Management has suggested that the Town Hall not be used until a structural engineer evaluates the leaning of the building. Engineer will be here Friday am.           

(H) BARBARA SECKAR/CRAG YARD SALE: Barbara asked if CRAG can hold a yard sale on Town  property on October 10, outside of Fitness Center. Permission granted.
