SELECTMEN’S MEETING

June 17, 2020

1. CALL MEETING TO ORDER / PLEDGE OF ALLEGIANCE

2. TOWN ADMINISTRATOR WEEKLY UPDATE

· Committee members expiring in June
Town Administrator will supply a list of committee members whose terms are expiring. The Board of Selectmen is also interested in who is interested in renewing and those that are not interested, why? Town Administrator will sort in order of pertinence, i.e., Planning Board meets weekly and will want to have a small lull in appointments. Calls will be made after the BOS review the expiration list.

· Capital Improvements
This committee and the names of interested parties will be added to the committee list to review.

· Liquor License
The public hearing for Iron Tails Liquor License renewal has been set and posted. The Town has made connections with The Reporter and will be posting in that media; they will place a distribution box outside of the Town Hall. The Fire Department has weighed in as required. Concerns and comments will be aired at the public hearing.

· Durwood Call
The Town Administrator indicated that Durwood Parkinson reached out and during the shutdown started to work on the Covewood and 13th Street inquiries. Another call is scheduled for next week; a decision will be forthcoming after that.

· No Soccer
There has been inquiries into whether the Recreation Department will not be holding soccer this year. Rec Chair checked with the City of Sanford, they are not having it either. Acton Soccer is cancelled.

· Excise Decrease
The Treasure sent an email 2 weeks ago indicating the decrease in revenue was at $57,000. If it was decided to commit taxes based on last year’s budget, there would be a shortfall and difficulties in making up that those revenues.

· Petitions
The Town Administrator notified the Board for their information regarding petitions being circulated about open town meeting versus town referendum. The Board thanked her for the information and wanted to remind the public that the changes was this year only and out of their control due to the pandemic.

· Pre-Audit
The Treasurer is in the process of prepping for the audit to take place next Thursday and Friday.

· Town Report Dedication
The Town Administrator asked the Board how they would like to announce and honor this year’s Town Report dedication. Selectmen Ed Walsh thought it would be a good idea to have someone close to the recipient standing by their location connected via Zoom and the Board to surprise and present via that third party.

· Boston Cane
The Board decided the actions taken for the Town Report Dedication would be appropriate for the Boston Cane presentation too.

4.         APPROVAL OF AGENDA

A motion was made by Selectmen Kimberly Stacey-Horn to approve the agenda as written; seconded by Selectmen Dave Winchell.  No discussion. All in favor.

5.         MINUTES OF LAST MEETING
A motion was made by Selectmen David Winchell to approve the minutes from May 27, 2020; seconded by Selectmen Ed Walsh. No discussion. Selectmen Kimberly Stacey-Horn abstained as she was absent.

8. NEW BUSINESS:

A. Tom Gore / MMA Emails

The Town Administrator has received emails from Mr. Gore regarding the following:

· Maine Municipal communication, membership access to services, discussions and legal opinions

· Petitions

· Town Meeting

· Town Administrator position

Discussion ensued. The Board responded that everything has been appropriately addressed, legal opinions sought, and nothing is being done illegally. The Town is in a good place for being proactive about Town Meeting because the Governor has now put in place an executive order dictating how town meetings are to be held and Acton is already ahead of the game. In regards to the Town Clerk/Administrator position, combining of positions helps the Town fiscally; there is no legal incompatibility. It was reiterated that opinions from MMA have come in 2016, 2017, 2018 and again now. From Mr. Gore’s emails, there are no other cited concerns or issues that need to be readdressed. The Board indicated that just because Mr. Gore does not like the answers he has received or have been provided to him by MMA, legal or the Board, there is no reason to keep moving these concerns or issues forward.
