TOWN OF ACTON

SELECTMEN'S MEETING

NOVEMBER 13, 2008

 

            1. SALUTE TO THE AMERICAN FLAG

2. APROVAL OF AGENDA: Approved with the change of Ron Smith being 6.(A) and Linda Schier being 6/(B).

3. APROVAL OF MINUTES OF LAST MEETING: Because Nancy was absent last week and Mike is absent tonight, approval will be postponed until next week.

4. WARRANT: Approved and signed.

5. OLD BUSINESS:

            (a) ASSESSING: It was reported that the Assessing Agent will be in the office on December 5 and can be seen by appointment. See or contact Lorraine for an appointment.      

6.  NEW BUSINESS:

            (A) AUDIT REPORT BY RON SMITH: Ron discussed the figures on  the Balance Sheet on page 12. He noted the need to establish a  fund balance policy. We need to build our fund balance up since it is too low. He feels it should be $700,000.  The surplus should be looked at every 6 months. The assessing program, while some improvements have been made, is still not good. A town-wide   revaluation is needed so that the old program can be discarded. The need to get better reporting from     the school was also discussed. If the school isn't filing the needed reports and subsidy is being withheld, selectmen should not sign the warrant.

            (B)  LINDA SCHIER:  Update on AWWA: Linda and Adam Shoukimas presented a power point presentation of the accomplishments of AWWA in 2008. 15 projects  and 28 site assistances were completed preventing over 50 tons of sediment from entering the lakes. They are now in the process of doing a watershed survey. Acton lakes involved are Great East, Wilson and Horn.

 Dennis asked that selectmen help to get a meeting of the Warrant and Finance Committee set up to receive the reports of the sub-committees.
