TOWN OF ACTON SELECT BOARD MEETING
September 14, 2022

6:00pm

1. CALL MEETING TO ORDER / PLEDGE OF ALLEGIANCE

2.      WARRANTS/BILLS: Signed

3.      APPROVAL OF AGENDA: Kimberly Stacey-Horn made a motion to approve the agenda, David Winchell Jr. seconded the motion. All in favor, motion carried, 3-0.

4.      MINUTES OF LAST MEETING: Tabled

5. TOWN ADMINISTRATOR WEEKLY UPDATES:

A public hearing is scheduled for the West Shore Drive project at 6:00 p.m., September 28. 2022, including a representative from Ransom Engineering. Questions are to be submitted in advance, via email to the Town Administrator, so that the engineer can prepare.

A second public hearing is scheduled for October 10, 2022, at 6:p.m. that will include Maine Inland Fisheries, DEP, and the Army Corps of Engineers.

Notices have been sent to the abutters and this information has been posted on the website, in the papers, and on social media.

A public hearing has been scheduled for October 5, 2022, to discuss the ballot questions.

The Town Meeting format change from open forum to written ballot

The change of the Select Board from three to five members

The approval of the LED lighting for the Acton School

The Fire Rescue Commission meeting will be September 21, 2022.

The Tax bills are going out by the end of the month.

The Town Report is mostly complete with the exception of the Auditor’s report.

The combined and revised Sheriff’s contract has been sent to the county manager for approval.

The Warrant and Finance committee meeting will be on September 26, 20022.

The Town wide re evaluation is ongoing. This complete Town evaluation occurs every ten years to provide accurate value for the assessments.

The cleaning bid is out and the deadline to apply is September 21, 2022.

The Planning Board needs two alternate members

8. OLD BUSINESS

A. New Bridge Road Fence: A letter has been sent to the homeowner stating that an answer is due this week. If no reply is received, the next step will be discussed.

B. Water Bids: The Water bids are been reviewed by the consultant. The bids are similar, with the exception of the holding tank size. Tom McGurty will meet with the consultant.

C. West Shore Drive Culvert: The Town Administrator stated that a citizen that requested a freedom of information inquiry has reduced his request parameters. David Winchell Jr. stated that he spoke with the citizen.

9. NEW BUSINESS

A. CIC Memo: A report was made regarding facility conditions. Tom McGurty stated that the document was vague and he would like to make revisions. He requested a standard boiler plate document that would include a scope of work.

B. Appointments:

Jason Sevigny requested that Mike Demers be named the Deputy Code Enforcement for ninety days.

David Winchell Jr. and Tom McGurty questioned the rate of pay. They requested that the rate of pay be included in the appointment paperwork. The appointment was tabled until next week.

Appointments for the Fire Rescue Commission:

Kimberly Stacey-Horn made a motion to approve the appointment of Tom McGurty, Margarita Borgel, John Moulton, Norm Lambert, and Adam Small to the Fire Rescue Commission. David Winchell Jr. seconded the motion. All in favor, motion carried, 3-0.

C. Executive Session MRSA 405 - 6 A - 1

PUBLIC COMMENT:

Mr. Waterhouse asked for an update on the fire truck. The Town Administrator stated that a representative of the Fire Department would be at next week’s meeting.

Mr. Neal reported on the Mary Grant Picnic. He was disappointed that the turnout was sparse, and that no one from the Town government attended. David Winchell Jr. apologized, and explained that he wanted to attend, but had to work. Mr. Neal reported that the Pumpkin Festival would be held in October.

Kimberly Stacey-Horn made a motion to go into Executive Session. David Winchell Jr. seconded the motion. All in favor, motion carried, 3-0.
