TOWN OF ACTON SELECT BOARD MEETING
September 21, 2022

6:00pm

1. CALL MEETING TO ORDER / PLEDGE OF ALLEGIANCE

2.      WARRANTS/BILLS

3.      APPROVAL OF AGENDA: Kimberly Stacey-Horn made a motion to approve the agenda, David Winchell Jr. seconded the motion. All in favor, motion carried, 3-0.

4.      MINUTES OF LAST MEETING: Kimberly Stacey-Horn made a motion to approve the minutes of September 7, 2022 and September 14, 2022, David Winchell Jr. seconded the motion. All in favor, motion carried, 3-0.

5. TOWN ADMINISTRATOR WEEKLY UPDATE:

The Town Office will be closed on Thursday, September 22, 2022 for training. The CEO Office will be open regular hours.

The Mary Grant Wood raffle winner will be drawn next Wednesday, September 28, 2022, at the West Shore Drive Public hearing.

The West Shore Drive Public Hearing will be Wednesday, September 28, 2022; at 6 p.m. Email questions have been received.

O’Donnell’s Tax evaluations from April 1, 2022 are up to date. The reevaluations are about 60 to 70 % done.

The State General Assistance rates have increased. A Public Hearing will be scheduled to go over the guidelines as mileage rates and funeral reimbursements have changed. This is an annual formality from the State. If Town citizens don’t qualify, Neighbors Helping Neighbors does try to help.

6.    DEPARTMENT HEAD / COMMITTEE CHAIR UPDATES

A. Fire Department: Wayne Ham reported on the status of the new equipment at the Fire Department. Training was held regarding the Lucas CPR Device. The whole department will be trained in its use.

The Stryker Lift has been received, and a part for installation is needed, but is on backorder.

The Tank Truck is still in production.

B. Will Langley reported on the West Shore Drive meeting with Leslie, the engineer. The Public Hearing will be next week.

C. Joyce Bakshi stated the Capital Improvement Committee met and would like to have more members. They currently have four members but would like to add at least three more.

7. LIASION UPDATES

Warrant & Finance Committee: There will be a meeting next week

Transfer Station: Met with Robin Ham and Will Langley regarding some site work at the Transfer Station

Fire Department: The Search Commission met with seven members present, five of whom are veteran fire fighters, and they are getting organized.

Capital Improvement: Met this week

Recreational Committee: Sam has requested food trucks be allowed at the Round Robin Soccer Tournament to be held at the Acton Elementary School. She would like a food truck and an ice truck. It was recommended she check with Mr. Ross at the school. The Select Board recommended that trucks would be charged a flat rate to participate after negotiation regarding site rental for the truck.

8. OLD BUSINESS

A. Water Bids: The consultants have recommended a softener system to negate the effects of the iron, hardness and manganese. Using a softener could reduce costs of remediation.

9. NEW BUSINESS

A. Draft Warrant: The Draft is being prepared to be voted upon at the local election on November 8, 2022. The issues are the Town government disposition from the open Town meeting to the closed ballot format, the change of the Select Board from a three member board to a five member board, and the approval of $100,000 transfer from one account to another for LED lighting for the School. There will be a Public Hearing on October 5, 2022. The Warrant and Finance will meet on September 26, 2022 at 6 p.m. The Public hearing will be on October 5, 2022 and absentee ballots will be available on October 7, 2022.

B. Appointment: To appoint Mike Demers as Deputy Code Officer on an as needed position. The salary would be $35.00 per hour, without benefits. Tom McGurty felt this was a reasonable rate of pay.

Kimberly Stacey-Horn made a motion to accept the appointment of Mike Demurs as Deputy CEO until December 31, 2022. David Winchell Jr. seconded the motion. All in favor, motion carried, 3-0.

C. Goat Hill / 3 Rivers Request: Carl Davis has requested the placement of a sign stating “All dogs must be on leash.” The Animal Control Officer supported this request.

D. Cleaning Bids: An election clerk employee has submitted a bid to clean the Town Offices at an hourly rate of $30/person/hour to clean as an employee of the Town. The Select Board recommended that the applicant submit a new rate as an independent contractor as they have their own cleaning business.

E. Executive Session MRSA 405 - 6 A - 1: David Winchell Jr. made a motion to go into Executive session, Kimberly Stacy-Horn seconded the motion. All in favor, motion carried, 3-0.
