TOWN OF ACTON SELECT BOARD MEETING
October 12, 2022

6:00pm

1. CALL MEETING TO ORDER / PLEDGE OF ALLEGIANCE

2.      WARRANTS/BILLS: Signed

3.      APPROVAL OF AGENDA: Kimberly Stacey-Horn made a motion to approve the agenda. David Winchell, Jr. seconded the motion, all in favor, motion carried 3-0.

4.      MINUTES OF LAST MEETING Kimberly Stacey-Horn made a motion to approve the minutes of October 5, 2022. David Winchell, Jr. seconded the motion, all in favor, motion carried 3-0.

5. TOWN ADMINISTRATOR WEEKLY UPDATE:

The Town Administrator announced due to printing issues of the notice, the Public Hearing for the General Assistance warrant will be postponed until October 26, 2022.

The York County Sheriff contract shared with Shapleigh has been sent to the County Manager, but has not been looked at by him at this time.

AAA is holding a free Senior Driver’s Workshop to be held with Shapleigh. The workshop is an hour long and will be presented to Acton and Shapleigh seniors at a time to be announced in the Acton Town Hall.

Dan Krampetz is working on the RFP for the contract for a bid for a new Town Website.

There is a Trick or Treat box at the Town Hall to collect candy for the Acton Elementary School Halloween.

6.    DEPARTMENT HEAD / COMMITTEE CHAIR UPDATES

A. Fire Department: Wayne Ham announced the new Power Load System has been received and installed in the ambulance and works well. It will lift up to 750 pounds. There is no news on the delivery date for the new fire truck.

B. Will Langley reported that the Salt will be moved in to the Town Shed.

C. Dennis Long: The November Warrant was checked by the Town Administrator and an error was corrected. He wanted to go on record to indicate he did proof it, and missed it, he apologized. A new Warrant will be signed today.

7. LIAISON UPDATES

Tom

Transfer Station: Working closely with Robin Ham and Will Langley for some capital work to be done at the Transfer Station.

Fire Department: Discussion to follow after Executive Session.

Kim

Cemetery Committee will meet in December.

David

Mary Grant Committee: Pumpkin carving event to be held on October 23, 2022.


8. OLD BUSINESS

A. Town Hall Water Bid: There will be a meeting with a representative to discuss an alternative method to remedy the water situation.

B. Resign November Warrant: Error corrected. Kimberly Stacey-Horn made a motion to amend the Warrant. David Winchell, Jr. Seconded the motion, all in favor, motion carried 3-0.

C. New Bridge Road Letter: Mr. Gagnon signed and returned the letter regarding the ROW Fence agreement.

Kimberly Stacey-Horn made a motion to accept the agreement. David Winchell, Jr. seconded the motion, all in favor, motion carried 3-0.

D. Rec Soccer Event Concessions Fees: Tabled

E. Facility Assessment RFP: Tom McGurty presented a proposal by the Capital Planning Committee to have an assessment of repair /disrepair for the Town buildings. David Winchell, Jr. stated that he would prefer a company that is used all the time, that could assess multiple issues. The discussion of the engineer was tabled until the October 26, 2022 meeting.

Joyce Bakshi requested a copy of the RFP.

9. NEW BUSINESS

A. Grant Writer: The Town Administrator and Tom McGurty reported that there is a Stream Crossing Grant available that may provide funds for the West Shore Drive Project. A Grant write has been identified who understands to program and he would be hired at an hourly rate for about 10 hours at a rate of $50.00 per hour. The proposal has the full Board support.

B. Executive Session MRSA 405 - 6 A - 1 – Personnel

Kimberly Stacey-Horn made a motion to go into Executive Session. David Winchell, Jr. seconded the motion, all in favor, motion carried 3-0.

David Winchell, Jr. made a motion to come out of Executive Session. Kimberly Stacey-Horn seconded the motion, All in favor, motion carried3-0.

Tom McGurty reported that a Fire Chief has been selected from 2 finalists.

David Winchell, Jr. made a motion to authorize the Town Administrator to enter into negotiations with Candidate A. Kimberly Stacey-Horn seconded the motion, all in favor, motion carried 3-0.

10. PUBLIC COMMENT:

Will Langley asked if the choice of culverts on West Shore Drive does not meet the style of culvert chosen, will the grant money be returned. Tom McGurty replied to the affirmative.
