TOWN OF ACTON SELECT BOARD MEETING

March 1, 2023

1. CALL MEETING TO ORDER / PLEDGE OF ALLEGIANCE

Selectmen Stacey-Horn made a motion to approve the agenda; seconded by Selectmen Winchell. All in favor.

4.      MINUTES OF LAST MEETING - Tabled

5. TOWN ADMINISTRATOR WEEKLY UPDATE

Mike Harwood of TRC will be here Thursday/Friday next week to get started on some work.

Nomination Papers for 2 Select Board seats (Kimberly Stacey-Horn and New Open Seat) and 2 School Board seats (Judy Shain and Jeanette Bearse) are available from 9am on 3/3 through 5 pm on 3/15/2023.  Town Meeting is 6/1/2023 and Elections are 6/13/2023.

Sheriff's report of notable happenings were read aloud.

3/2/2023 Budget Workshop scheduled was reviewed: Transfer Station - 3 pm; Road Commissioners - 3:30p; Recreation Committee - 4:00pm; and Fire Station - 4:15 pm.

8. OLD BUSINESS

A. Investment Policy

           Final changes were made and a document was sent to legal counsel for review; awaiting response. 

B. West Shore Drive Culvert

A sketch and 180 page document was received and given to the Board for review; awaiting comments.  Selectmen Winchell asked if the document could be sent to legal counsel for        

review; the Board agreed. Discussion ensued; included in the discussion were the sketch received; Selectmen McGurty's would like contractors to give their own opinions if something in the scope of work could be improved upon when doing bids; and Selectmen Winchell's inquiry on other ways to advertise bids.

C. Special Town Meeting - Tabled

9.         NEW BUSINESS

A. TRC Building Survey

The Town Administrator gave the Board a survey received from TRC which was to be completed by the time they came next week.  Selectmen Winchell and the Town Administrator will work on answering the survey questions.

B. Freedom of Information Request

1) Leslie Berlan asked for the latest plans for Ransom engineering including emails and texts starting on 1/1/23 pertaining to W. Shore Drive.

2) Lelie Berlan asked for an official recording of the 2/8/23 Board of Selectmen pre meeting and when/where it took place.

Discussion ensued related to request number 1 and how the project was handled.

Response was sent by the Town Administrator relating to request 2 whereas there was no pre-meeting. Board of Selectmen arrive between 5 - 6p to sign warrants and bills; there is light conversation open to anyone to witness and no decisions are made or acted upon.

C. Sebago Tech Contract

Contract has been received for review; will be signed next week.

D. Executive Session - Personnel Issue 405 6.A.1.

Selectmen Stacey-Horn made a motion to go into Executive Session regarding a personnel matter pursuant of 405 6 A 1; seconded by Selectmen Winchell. All in favor.
